Per Michel Chossudovsky the "circular process" is as follows -- Threatened by the Banksters, who inform Congress they will "crash the economy" if they don't get trillions to help alleviate their gambling debts, Congress, becoming increasingly bamboozled by these extortionist threats and living in abject fear of losing the Bankster's campaign contributions, promptly hands these criminals trillions of taxpayer dollars. Creating a Federal deficit which Congress must than borrow more money to finance. From and through the very Banksters they just gave all that money to, Banksters who charge interest, fees and deduct billions worth of bonuses for these favors and who also take the money Congress just gave them to engage in more financial gambling in the derivatives market, the very same market they have paid Congress NOT to regulate. When these Banksters lose all the dollars just given to them, as people who double down every single time invariably do, they get to start the whole thing all over again by going back to Congress for, you guessed it, more money.
