The smokescreens are ‘production sharing agreements’ where governments own the oil but the development of the oil field, the pumping, refining, shipping are all done by the foreign companies. It is simply draining out everything that should belong to the country and its people."
Keep in mind actual "ownership" of the given resources is not necessary IF the country which possesses said resources is willing (or is forced) to sell their resources for a fiat currency, like the USD (Federal Reserve fiat script).

In the case of Iraq for instance, the oil could be owned by China, pumped by Chinese companies, and shipped to China, or ANYWHERE else for that matter, and the US Banksters could care less....as long as the USD (Federal Reserve fiat script) is used for all transactions. 

Because it doesn't MATTER if China gives the Banksters a trillion dollars worth of valuable consumer products for worthless Federal Reserve fiat electronic digits, which they then use to buy oil from Iraq, or if other countries give China worthless Federal Reserve fiat electronic digits they received from the Banksters for their valuable resources to buy Iraq's oil from Chinese companies....again, as long as its Federal Reserve fiat digits that are used. 

Oil is "fungible" and "liquid" and so is the Federal Reserve's script. Which makes the "Petro-Dollar" such a beautiful concept because BOTH the "resource" itself and also the "script" are inter-changable, i.e. fungible AND liquid, worldwide. -- As long as that particular script is used for most transactions by everyone (i.e. it is the world's "reserve" currency) especially for oil and gas transactions, which are resources that everyone needs, the script's owners will reap upwards of three hundred to five hundred billion dollars worth of pure profit every single year.

Obviously if one day a country with vast resources, especially energy resources, one that is currently using the dollar, decides to change its mind under the right inducement, such as getting a script they could actually use to buy things with, and/or foreign direct investment projects that will benefit their nation, not having a good grip on that country could become problematical.  But that's what those thousand overseas US-NRE bases are for....monetary insurance.

And that's why Gaddafi (sodomized with a knife, tortured, and summarily executed) and Saddam (hung after a show-trial where his head was ripped off) were made examples of, and why Iran is constantly under threat. (Syria was the "stepping-stone" to attacking Iran)
