Website editor's clarification:  Attacking military installations or government officials is not "terrorism" per-se. 

It should be emphasized that the weight of proof is ALWAYS against the aggressor regarding any sort of military action. Cavalier policies and self-serving statements such as "preemption", or completely and totally ridiculous statements such as "we're bringing them freedom and democracy" or "mission to protect" do not reduce this burden of proof, in fact they only increase it.  To wit....
"To initiate a war of aggression, therefore, is not only an international crime; it is the supreme international crime differing only from other war crimes in that it contains within itself the accumulated evil of the whole." -- *Robert H. Jackson*, chief prosecutor at the  Nuremberg trials
Nuremberg Principle VI(a), states the following....
(i) Planning, preparation, initiation or waging of a war of aggression or a war in violation of international treaties, agreements or assurances;
(ii) Participation in a common plan or conspiracy for the accomplishment of any of the acts mentioned under (i). [Such as a false flag]
Generally the following rules should be applied....

Terrorism -- Is the deliberately random, unpredictable, unexpected and systematic use of organized violence, (which includes torture) against civilian targets (almost always to kill, hurt or maim) to induce fear or terror in, and submission by the populace to the perpetrator's goals (the perpetrator being individuals, groups or governments), or to incapacitate and break-down the society's governing structures, or in many cases, to deliberately induce a state of civil war, anarchy or sectarian conflict within a given society.
  • Terrorism is a crime -- it is a tactic -- you can NOT make a "war" on terror -- and it is not an "act of war" itself unless conducted or facilitated by a state actor.
  • Therefore all perpetrators should be arrested and tried publicly under the rules of evidence and  Habeas Corpus to determine the responsible parties with the exception being actual on-going invasions or territorial incursions (see below).
  • Terrorism, when committed by a nation state is a war crime, and its leaders and those who follow their orders or those who facilitated such attacks should be treated and tried as war criminals.
  • Terrorism, when committed by non-state actors is first degree murder and the perpetrators should be treated and brought to trial as such.
Sabotage / Murder / Invasion -- Attacks against military installations or against government officials with the intent to kill by invading, foreign, out-of-uniform, mercenaries supported by foreign states without a declaration of war, or acts of terror against the state's civilian population, should be considered, murder / sabotage / terrorism on behalf of a foreign power, or foreign powers.
  • It is an act of war by foreigners without the protection of the Geneva conventions.
  • The same applies for acts of terrorism committed during an invasion or territorial incursion by such foreign forces.
  • Which essentially means the perpetrators can be executed at will (summarily shot for example) if they're not the citizens of the country they're attacking.
  • If they are that country's citizens they must be imprisoned and publicly tried for the crime of treason, or terrorism, or both, under the rules of evidence and Habeas Corpus
Legitimate Resistance -- Attacks against foreign military installations or personnel with the intent to kill, or against foreign government officials who are militarily occupying a country, or their collaborators, by that countries native population is almost ALWAYS considered to be legitimate resistance and NOT an act of terrorism. There are exceptions.  Attacks are not allowed during flags of truce, against foreign ambassadors, foreign medical personnel, the press, etc.
  • It is the right of a people to defend their homeland.
  • It is the right of a people to resist foreign occupation.
  • It is the right of a people to rule themselves.
  • Acts of terrorism in support of resistance are NEVER acceptable.
Revolutions -- Generally attacks by citizens against their government should follow this declaration....
"We hold these truths to be self-evident, that all men are created equal, that they are endowed by their Creator with certain unalienable Rights, that among these are Life, Liberty and the pursuit of Happiness. - That to secure these rights, Governments are instituted among Men, deriving their just powers from the consent of the governed...."

"That whenever any Form of Government becomes destructive of these ends it is the Right of the People to alter or to abolish it, and to institute new Government, laying its foundation on such principles and organizing its powers in such form, as to them shall seem most likely to effect their Safety and Happiness. Prudence, indeed, will dictate that Governments long established should not be changed for light and transient causes; and accordingly all experience hath shewn, that mankind are more disposed to suffer, while evils are sufferable, than to right themselves by abolishing the forms to which they are accustomed."

"But when a long train of abuses and usurpations, pursuing invariably the same Object evinces a design to reduce them under absolute Despotism, it is their right, it is their duty, to throw off such Government, and to provide new Guards for their future security...."
  • It is the right, nay the duty, of a people to change their form of government under certain circumstances and given unbearable provocations.
  • It should NEVER be attempted for "light or transient causes".
  • It should NEVER, EVER, be attempted at the BEHEST of a foreign power.  It should be considered as an act of treason if one should do so.
  • It is extremely problematical to seek assistance from foreign powers if the "revolution" in any way, shape, or form, is planned, directed or assisted by such powers to further their own goals and agendas.
  • Specifically the looting of the targeted nation's resources or wealth. 
  • Or to eliminate or destroy the targeted nation-state as a a geo-political and/or economic competitor to a foreign power or powers. (The HIGHEST form of treason any citizen of a nation-state can EVER commit.)
  • Such attempts to overturn or destroy an existing government are commonly referred to as foreign sponsored Coup d'états, or acts of subversion, and are considered to be treason by almost everyone everywhere.
  • Acts of terrorism in support of a revolution are NEVER acceptable
  • Attacks against military installations or against government officials with the intent to kill MAY be acceptable in a revolution.
Secessionist or Irredentist Movements:

Generally the rules outlined above in the "Revolutions" section apply to secession, accept the standards are even higher since secession involves the actual break-up of a nation-state, which usually involves even more trauma, death and destruction than that of a revolution. 

And they're even higher regarding Irredentist Movements since these are almost always encouraged by the foreign power the secessionists wish to co-join with, adhere to, or are acting on behalf of....mpg
